Three details most comparisons leave out, and they matter if you are deciding between this and a used Mac.

8GB of memory, and you cannot change it. On a Mac, memory is soldered. What you buy is what you have for the life of the machine.
It also runs an iPhone chip rather than an M-series one. For browsing, documents, mail and streaming that is plenty. For video editing, Xcode, large Lightroom libraries or heavy multitasking it is not what an M-series Air is.

Used prices are anchored to the cheapest new alternative. Before March, the cheapest way into a Mac was a used or refurbished MacBook Air. That gave used Airs a strong floor. Now anyone who wants "a Mac, cheaply" has a brand new option at Rs. 69,900 with a full warranty.
So a used MacBook Air priced near Rs. 70,000 is now in a hard argument. Why buy a three year old machine with an aged battery when a new one with a warranty costs the same? The honest answer is more memory, a better chip and a backlit keyboard, and that argument only works if the used price sits well below Rs. 69,900.
The pressure is uneven. It lands hardest on older base-spec Airs, which are exactly the machines that competed on price alone. It lands lightest on higher-memory Airs and on MacBook Pros, which the Neo does not replace in any meaningful way.
